Explain ‘Walker’s Model’ for worker’s participation in management.

Walker’s Model encourages worker’s participation in
managerial decisions in the organization but at the same time, it focuses on the below
conditions that the workers can participate in managerial decisions if :
-


(1) Autonomy (freedom of action) exist in the
enterprise.


(2) The technology is simple & it is
possible for workers to contribute to managerial
decisions.


(3) It is also the size of an enterprise that
have an influence on the potential for WPM.


(4) Enterprise
have a volatile environment & tend to adopt more flexible authority structures
giving scope for worker’s participation.


 Organization
provides varying potential for worker’s participation including its scope, degree,
extent & level. Worker’s participation in Management also depends on the below
human aspects : -(1) Worker’s attitude to participation i.e. whether he has a desire to
participate or not.


(2) The worker perceives power to
participate i.e. if he sees & believes that he has the power, then he makes
effort to participate


(3) Thirdly worker’s capacity to
participate i.e. his ability to understand the managerial functions and the issues
involved in participation & the ability to express himself
clearly.


Also it is related to manager’s attitude, which is
dependent upon the kind of approach he adopts for running an enterprise. These can be
either : -


(1)  
Authoritarian


(2)  
Paternalistic


(3)   Constitutional
OR


(4)   Democratic


All the
above aspects interact to determine the participation potential, the form & the
type of participation.
