The Eisenhower administration planned to contain communism
in many ways. The one that is most uniquely associated with the Eisenhower
administration is the doctrine of massive retaliation. This meant that the US would
retaliate against any attack with a massive barrage of nuclear weapons. By putting
forth this doctrine, Eisenhower hoped to get "more bang for the
buck."
Eisenhower felt that it would be too expensive to
maintain enough conventional forces to deter communist aggression all over the world.
So he felt that keeping a massive nuclear arsenal would be more cost effective. He
threatened to meet any attack on US interests with massive nuclear retaliation. By
threatening this, he hoped to deter and contain communist expansion without having to
pay for the soldiers, ships, tanks, artillery, etc., that would be needed to deter them
in a conventional way.
