This is a challenging question. I was only able to select
choice D, Japan based on the fact that eye contact is considered
impolite

considered disrespectful to stare into another person's eyes, particularly those of a
person who is senior to you because of age or status.

privacy.
Many
Asian cultures have a variety of non-verbal expressions related to privacy, status and
respect. Many of these gestures involve avoiding eye contact, who initiates the bow, or
who initiates the handshake. Japan has a visitors' guide for these non-verbal
expressions and their meanings for non-natives of Japan.
If
one gazed toward the neck, then one could thereby avoid making eye
contact.
